Project Objectives
CROSSMARE aims to transform European maritime surveillance and strengthen the security of EU sea borders through an innovative, multi-domain interoperability framework. The project combines advanced technologies, artificial intelligence, and cross-border collaboration to deliver a unified and more effective approach to maritime situational awareness.
Technical Objectives
- Enhance Maritime Situational Awareness
Create a comprehensive, real-time maritime picture by integrating data and sensing capabilities from space, air, sea surface, underwater, and land-based systems. This enables wide-area coverage, long-endurance monitoring, and focused surveillance of critical zones.
- Advance AI-Driven Detection and Threat Identification
Develop state-of-the-art algorithms— including object detection, tracking, classification, and anomaly detection— supported by modern AI, Large Language Models (LLMs), Vision-Language Models (VLMs), and generative approaches to improve identification of suspicious activities and maritime threats.
- Strengthen Multi-Domain Interoperability
Upgrade and connect existing and next-generation Command-and-Control (C2) systems to ensure seamless collaboration between diverse platforms, sensors, and operational teams across borders and authorities.
- Extend and Enhance CISE Integration
Ensure full compatibility with the Common Information Sharing Environment (CISE), propose extensions to its current data and service model, and demonstrate integration with national maritime surveillance systems.
- Validate Technologies in Real Operational Conditions
Demonstrate the CROSSMARE solutions through a series of real-world activities, including two Small Scale Tests, a Table-Top Exercise, and a Full-Scale Demonstration conducted with European border and coast guard authorities.
- Support Industrial Uptake and Market Deployment
Transform the project’s innovations into deployable, commercially viable products and services, strengthening European technological competitiveness in the maritime security domain.
- Ensure Ethical, Secure, and Lawful Data Use
Embed a Security- and Privacy-by-Design approach throughout the project to guarantee compliance with EU data protection and fundamental rights frameworks, ensuring responsible and trustworthy maritime surveillance operations.
Strategic Objectives
- Improve Cross-Border and Multi-Authority Cooperation
Enable stronger collaboration between EU Member States and Associated Countries by ensuring interoperability across sensing systems, data analytics, and C2 platforms.
- Develop New Concepts of Operations (CONOPS)
Introduce innovative mission management methods that support dynamic tasking and coordinated operations involving both manned and unmanned assets.
- Contribute to EU Standardisation Efforts
Provide policy recommendations and establish a standardisation roadmap to reinforce the long-term adoption and sustainability of the CROSSMARE solutions within the extended CISE ecosystem.
